A chilled excessively system uses a refrigeration chiller to cool water. This water is in turn distributed to fan coil units. These units have a soak coil that the chilled water runs through. Air is blown over these coils and cooled.

I entertain the idea that the "direct expansion system" you are referring to is where the expansion of a freon type gas is used to directly cool air as in your typical air conditioning refrigeration segment. See here:
