There's this cartoon that tolerant of to air on cartoon network that i'm dying to remember its name! The title character slept in a trash can and answered the police phone that was contiguous the trash can, he always took the "cases" or whatever

I always got a pull someone's leg out of the bears picking up the trash and the bear and forest ranger. That was good stuff. I can't remember the name of it.
I'm not established of the name, but I know what you are talking about. And it's not a Yogi cartoon everyone else. It is Disney like the asker says.
I believe that it was shown in a Sliver & Dale special. Thats the best I can do, Sorry.
