Earlier this year it looked as though Oregon would become the first solemn to ban most plastic bags at retail checkout stands. Senate Bill 536 had bipartisan support and, more leading, the backing of Oregon grocers, who came aboard because the legislation would have allowed them to charge a nickel lees for paper bags and because they hoped to avoid a proliferation of city and county plastic bag ordinances. But SB 536 died in the Legislature, mostly due to ferocious and skillful opposition from the plastic bag industry.

The industry did grocers and other retailers in Oregon no favors. They now visage a ban that is all stick, no carrot: Portland is moving to consider a plastic bag ban, so the unwanted patchwork of local laws is emerging, with no compensating accumulation on paper bags. Portland had been prepared in 2008 to adopt a municipal plastic bag ban, but backed off so that a statewide ban could move into the open. Now, Portland Mayor Sam Adams proposes resuming his city’s effort.

Is using plastic grocery bags for trash liners, or to put other garbage in replacing or just delaying?

For years I've hardened my plastic grocery bags for small trash cans and to scoop out the litter box. Is this something that actually helps or does it legitimate delay the problem.
I've switched to reusable bags for almost everything but still

Plan your litter box with old clean newspapers.
Then spread the new litter stuff on top.
Whenever you need to change the litter, well no want for plastics.
Use reusable plastic gloves to do cleaning.

Yes and yes, you are ration by reusing a disposable item which reduces the amount of plastic bags you would purchase. However you are also just delaying the quandary. We all survived before plastics, people had garbage before liners and indoor cats. I
