Problem with a Reliant hot water heater thermostat?

I have a Reliant kind hot water heater. I have a recently deceased husband, and no money for repair work. I'm getting pretty handy with tools. The thermostat on my hot water heater has two thick silverware wires (?) tubes (?) underneath the thermostat

I finish in a two bedroom condo and our hot water heater keeps popping the high temp emergency shut off switch (undersized red button). Im guessing this is because one or both of the thermostats are bad. It is a heater with and upper and lower thermostat

It could be a out of order thermostat or it may be an element. You really need someone that could test the components to see what the problem is.
I think it is probably coincidence that it's phenomenon now but you did nothing wrong by adjusting

it is a 40 gallon water heater so this should be abundance, i had smaller before in nother hoime and it was enough, does this mean one tank is not working? why would i run out of hot water so fast? how can i tell if one tank is not working?
