Gas Water Heater...How can I get more air to the intake w/o leaving the door or window open in the basement?

Gas water tank...Vents properly when door or window is reveal in basement...when they are closed, it does not vent into flue but rather away from it..I can actually feel air pushing out away from vent flue as a substitute for of sucking air into or through
I regard as you are going to have to provide some outside air into the basement because it sure sounds like the basement is in a slight cool pressure or the chimney is partially blocked. It is very strange that the hot water heater won't draw. Have you

Your flue may be blocked, or routed incorrectly so that the air doesn't move unrestrictedly through the vent. The warmed air should be directed up or horizontally -- if the vent pipe sags somewhere the air 'backs up', because the warm air won't be pushing earnestly

i made air holes in the floors and covered the holes with metal air vents that allows the organization air to be sucked down to the basement. i have oil fired hot water and if it doesn't get enough air, the burner produces smoke in the house.

You could just cut a 12inch true in the bottom of the door and then cover it with some register grills from whatever box store you like. I'd probably bye the grills first so i knew what dimensions to cut.

My 3 month old water heater goes out - the zeal gets blown out by the wind - on windy days, some days a few times a day and I have to re-lit the pilot. Sometimes there is a strong fragrance of gas after than happens - though the smell goes away a few
perhaps a vent incorporate of diverter will help. if the vent is uncovered, wind could enter it, a cap or diverter will help prevent this from occuring
