water heater repair question?

I have repaired the water heater before but can't reminisce over. If I have no hot water is the top or bottom element out? then obviously if the other is out I won.t have as much hot water. How can I test the element with a tester to make sure. Thanks
If you have no hot water the top element is out. If you run out of hot water speedily the bottom element is out. Elements are not expensive so replace both so you don't have to repair it again,
